Scenario 1:
Your new student speaks little to no English, and is in the "silent" phase of acquiring a new language, in that she speaks very little and listens closely to everything. While this is good, early practice for language acquisition, you suspect the student receives little support outside of the classroom for the new language. You've met the parents and they speak no English, and use an interpreter at the school to communicate at parent-teacher conference days. As the school year proceeds, you note that the student begins to open up, try out a few words and phrases from time-to-time. She still however, listens closely and is seemingly the best listener in the classroom.
