In scenario one, with the ELL student listening attentively and eventually, occasionally attempting some new words or phrases, I would suspect that the Brain-Based Theory of language acquisition most applies.

Therefore, I would apply the strategies in Stage 1 of Language and Acquisition and Differentiation by introducing a vocabulary journal while continuing to model correct language use.
