I would use the Social Interaction Theory. The social interaction will support her to increase the use of a second language. She seems to have some social language but needs to develop communication skills with peers and teachers. One of the things I always recommend to the students to encourage them to learn expressions is to watch TV in English at home. This is also an activity that the entire family can join and learn together. In school, I like to pair students who speak more English with the ones who are beginning or do not know any English. Working 1:1 makes them feel confident too when is about socialization and scaffolding the activities.
