I believe that this student is somewhere between the social interactionist theory and the brain based theory. Both of these theories require for the student to make adjustments to the new or second language and for there to be a level of interaction that occurs. The social interactionist theory requires for the scholar to be exposed socially. The scholar in the scenario is only exposed while they are at school since their parents only speak their native language fluently which means they're not being exposed to the second language outside of school on a regular basis. When they are only exposed socially this makes it a little harder for them to become acclimated to the new language.
the brain based theory also calls for a certain amount of exposure to the language however the student has multiple cognitive functions at play in order for them to become acquisitioned to the new language. For this student while it may be a little challenging for them to acquire the necessary skills to become fluent in a new language it is not impossible for them to do so.
