Since the student has largely remained silent I interpret this as Social Interactionist theory.

I would maintain the low stress environment and have her work in groups with English proficient students.

I would have a parent teacher conference with a translator to the parents to emphasize that for the success of the ELL, that the students confidence partially resides in their participation.
