New ELL student
I would say the student is aligning with the behaviorist theory, however, the language acquisition does identify these behaviors as the first step in learning a new language. I feel like this is a very normal and expected way for an individual who is learning a new language to behave.
Next instructional steps I would take would be to incorporate some type of speaking activity for the student to participate in. I would learn some things about the student and pay attention to any friends or connections they have with their peers to try and include them in the speaking activities. It would begin with very simple speaking activities that would have sentence frames or phrases. I would ensure that the peer I choose would be supportive and celebrate their success--no matter how small.
