The language acquisition theory that most applies to this student is the Brain-based theory because it takes into account how challenging it is to acquire a new language and explains why an ELL could be "silent" in the beginning. The social interactionist theory also applies here because the student is clearly observing the world around them before feeling comfortable enough to speak. When we think about the Zone of Proximal development we need to create ways in order to meet the student where they are cognitively. 

For this student, I would make sure many interventions are available during small group. For example, flashcards with lots of pictures that connect with vocabulary words. Turn and talk with native speakers while also allowing them to explain content in their own language. I would encourage drawing and color coding posters and worksheets so they can follow along with lessons. I would encourage pointing and provide positive reinforcement with correct identification to motivate the child to speak.
