The most suitable theory for this child is brain-based learning theory in particular the silent phase where children learn by listening to language before they begin to produce language.

For teaching purposes, I would emphasize creating a comfortable environment for the learner that minimizes stress levels. Instruction will be done through the use of pictures, modeling and other interactive sessions. I will also talk to the learner using clear speech and simple language and will not push the learner into speaking.
