The student mentioned in scenario 1 is evolved with the Brain-Based theory in the acquisition versus learning hypothesis. These students act similar being that they do not receive reinforcement of the language at home. However these students tend to learn language through actions and peer interaction in their classrooms over time, which later spark the confidence to try to use the language and actions learned in that environment.

The instructions I would imply are dual instructions to assignments that translate what we are doing from native language to English. I would put this student in a small group with similar students to learn how to do task in English based off the translations given as I model what the students should be doing.
