Based on the information given, it seems like a mixture of social interactionist theory and brain-based theory. At the beginning of the school year, it seems the student was taking in her environment and adapting. Towards the end of the year, the student has gained confidence and is working more in the brain-based theory, using her acquired knowledge develop new skills. 

I would start to incorporate her into more native English speakers. Due to her still trying out language, I would put her in a very small group, maybe even 1:1. This should encourage the students confidence and allow peer assistance and peer modeling.
