Based on the description of the student above, i think the theory that applies most would be Brain Based Theory. As stated in the reading, this student is going through on of the five stated Hypothesis and the Silent stage. As her teacher, I would allow her the time to acclimate to the class and the language. She would be able to slowly, at her will, address topics as she became comfortable. Accommodations would be available as written in her IEP or 504 and she would control all aspects of her participation.
I Would however, set a separate time to meet with this student to assure her that we are working together to meet her academic and social needs.
That sounds like a great plan. Setting that extra time aside to meet with her will really help with her social skils.
