I believe that the "Brain-Based Theory" is the language acquisition theory that most applies to this student. She is showing the "Acquisition Learning Hypothesis" stage and exhibiting the silent stage, where she listens to language more than she produces language. I would focus on teaching correct language and grammar in the classroom and allowing her to absorb the information I am providing, while also working towards getting her to speak with a partner or a small group to help her improve her language skills.
