Scenario 5:
Explain how you would build and focus on fluency of the following students in a mainstream classroom:
Over 50% of students are reading at least two levels below grade level. 5 students are bilingual, at the beginner level. 2 students are special education, and the remainder are on grade level. Students are not exposed to much outside enrichment, and not from a high poverty demographic group that typically receives home support in homework and extracurricular reading. They respond to class time, and have a high degree of interest in engaging text, either fiction or non-fiction. Thus you have a full, leveled library filled with books of high interest at varied reading levels.
