Given the reading ratio of this classroom about ½ of the readers have some level of reading challenges. As skill levels are already known, I would begin with an interest survey followed by a contract.
I have seen contracts work very effectively with students of various age levels and they give the student agency in their progress, which is invaluable. This should especially help in this situation where out of classroom reading practice appears to be mostly non-existent.
Beyond these tactics I would begin with increased vocabulary exposure and a great deal of modeling as well as choral reading. It might even be beneficial to create reading pairs by having the half of the class that is on target to assist the other readers in checking in on the students contract progress.
