To build and focus on fluency of this group of students in a mainstream classroom, I would highly rely on group activities. There would be leveled groups for interventions, these students groups with peers around the same level; group activities where the groups are mixed and those students who are on level are able to help and work with the lower leveled students, And partner grouping, where some sort of peer tutoring can take place.
