First, I would pair up the students in a way I deem most appropriate for the circumstances (appropriate mix of skills, chemistry, no prior issues with pairs). Then, I would employ echo reading for whichever text was selected for the lesson. This way, I can demonstrate proper fluency while allowing the students to practice it themselves. After this, I would have the students partner read the text. By pre-planning the pairs, I can ensure there is an appropriate mix for students to benefit from; fluency can be better demonstrated to those who are struggling, while those who are not struggling as much get to practice by mentoring the fellow readers (reciprocal teaching I believe that was called). I would then try utilizing repetitive reading by changing the pairs into a second pre-determined pairings, and have the students re-read the text with their new partners. Reviewing the subject before hand could be a good thing to do so that I could have them use a KHWL graphic organizer. I think that particular resource could come in handy, I want to try it. Regardless, it probably wouldn't hurt to front load some vocabulary, but I am not sure how to implement that here as I don't know when to assume this particular lesson would happen in the grand scheme of things and wouldn't frontload vocabulary for that lesson if we were remediating (though I could have them review and refer to whatever materials they made when vocabulary was gone over).
