To build reading fluency, I would expose the students to daily reading at their level and build confidence and fluency skills over time to increase their abilities to read and understand higher level material. I would also pair my stronger readers with struggling readers and with ELLs and make sure all readers get a one-one-one reading time with me to monitor improvement. Pairing students together is helpful because lower-level readers won't feel pressure if they are underperforming.
