To build fluency in the classroom described, one of the techniques I would definitely use is to model fluent reading.  By letting them hear and understand how a person should be reading, they will be able to emulate that as part of their own reading.  I would also read from a variety of genres since they are not exposed to much variety outside of the classroom.  Therefore, I would have to maximize the opportunities for these students during classtime.
