I would build fluency in these students in their main classroom by implementing a multi-pronged approach that caters to individual needs while fostering positive 'reader culture' This includes extensive independent reading, repeated reading activities, explicit fluency instruction, differentiated support for bilingual and special education students. This will help in building a positive reading environment, and partnering with families for home support. Ensuring these students will have ample opportunities to practice, receive support, and develop their fluency in a safe and engaging classroom setting.
