One thing I do is model reading fluency in the classroom. I feel like students seeing and hearing you do it will give them the confidence to want to do it. I do like one of the things that you can do is to support nonfluent readers with a tutor. This could honestly be a student in your classroom that is fluent. They do not have to meet that long, maybe 10-15 mins. You can let them do a story walk with a reading that you are about to read in /class. This way your nonfluent reader can go ahead and start getting background information on the story.
