I believe a key issue in building fluency across the board for this class would be repeated readings.This would help build their automaticity  with words and phrases as well as improve their speed and overall accuracy. Modeling fluent reading for the class would also help by providing them with examples of appropriate expression as well as helping them to increase their pace. Finally, sight word work would increase their recognition of frequently occurring words and thereby decrease the time they would need for decoding them.
