I would use a multitiered fluency approach that includes repeated, reading, model, reading, and high interest at varied levels so all students can access the same themes while practicing at their own proficiency level. First I would incorporate teacher read aloud and echo reading. Students would then practice repeated reading. Pairing students together then for partnered reading would also then provide support for increased engage.
