To support students reading below grade level, including bilingual learners and those with special education needs, I'd prioritize fluency development through activities like repeated readings, phrased reading, and reader's theater. This would offer a structured approach for students to read aloud  and understand the text better. Echo and choral readings, along with reader's theater, encourage fluency and boost students' confidence. As I believe peer support is vital, I'd utilize peer tutoring and small group support to provide individual assistance. Pairing students with tutors or older peers allows for one-on-one support during reading, helping struggling readers to receive  guidance on a personal, pressure-free level.
