I would use the variety of fluency building activities listed in the article such as read alouds to model fluent reading, choral reading, partner reading, phrased reading and readers theater.  Tutors would also be sought, but not always available, reliable or consistent.  These activities would be scheduled for 10 to 15 minutes daily as part of the reading instructional block.
