I would begin by reminding the students in the classroom of the expectations where our class is a safe learning environment for all students, and remind them how hard we worked to make one another feel welcome, and we need to do the same for our new classmates. I usually don't do this on a student's first day because they need time to acclimate to the classroom and bringing too much attention to them on day one might be too overwhelming, however over the next few days suddenly begin sharing with the class information on our classmate's new culture, this would happen seamlessly as all learning should be connected to students lives and I can make connections with the learning to any of the students. I would also look for similarities within the culture, such as Sports or family expectations.  I was once able to build connections between two very different groups of students in my classroom as we read a story where the oldest daughter was held responsible for all the mistakes her younger brother made, students were able to relate to this even when coming from very different cultural backgrounds.
