Based on the scenario, I would incorporate building prior knowledge, as well graphic organizers. I think implementing graphic organizers would help the student the best because it will help them break down the information better. They will be able to see the ideas broken down at a smaller level, which will be better for them to understand- and that will cause them to have a better response.
