The story depicts a student that is reading at almost  grade level but  does not understand or respond to basic ideas.  The fact that he also seems distant shows that perhaps that understanding goes deeper.

   I think the first intervention I would use is try constant clarification and the use of visual and audio to help in his understanding.  I would also engage him in more group work with a peer that may be able to help him.  Since he has some fluency, interacting with peers may help him understand as they demonstrate the work with him.

I like to assign a peer buddy with my ELLs because it helps the student feel a little more comfortable and students respond better with their peers most of the time.
