Based on what little information there is about the student's reading, however the question that should be asked is is he fully understanding what he is reading. I would use retelling and questions strategy. I would also pair the student up with a mentor demonstrating use of strategy and skillful learning effort. By doing this it can help with advancing not only the ELL student but their partner academically. Team problem solving would also be an appropriate strategy as the small group would collaborate and discuss the information. The students that are struggling will see good strategy and use of correct vocabulary and get an understating.
