First of all, I would make sure that I'm giving him more time to practice in class in order to build his stamina in writing.  Maybe he felt overwhelmed with the task which led to him shutting down.  I would also make sure that next time I immediately go to him and check his understanding. Does he understand the task?  I would also have him repeat back the assignment to me in order to make sure he understands. If he is still confused, I would explain it in a different way and provide an example and non example.
