A listening and speaking strategy I would use in the whole group of 28 is milling. With some ELLs in the Pre-Production stage, I would be hesitant to use an oral activity that puts them on the spot in which they must speak or read in front of the whole group, like popcorn reading. I think milling would be ideal because with students moving around the classroom and talking to partners at the same time, there would be a lot of background noise that would help shier or less confident ELLs still practice their listening and speaking skills. I would organize the milling in a way that each student must speak to one another, perhaps with a system of tally marks or a questionnaire that must be answered by each classmate. That way ELLs can have one-on-one conversations with students of varying English-language proficiency, and also practice speaking to one another.
