It is critical to step back and to gather as much information about the student, family, learning environment, classroom, etc. to be able to fully get a true "picture' of what is occurring with the student and why is it occurring.  You need to observe the student in all settings and watch/examine/observe all potential variables as they interact with the student in the course of a given day/time/location/etc.  Interventions need to be culturally appropriate to match the child, learning space, classroom, behaviors.  A teacher should be reflective to look at themselves, their teaching, class management strategies and be aware that sometimes a child's behaviors maybe a direct link to something they have control over.  Working on behaviors is a process with goals, growth, change and it takes time.

This is an accurate assessment, in my opinion, of how to approach a behavioral challenge in the classroom.
