My criteria is based on teaching Math and Science.  Why I chose the following is that I cannot deny the results I have gotten from using them:

Cooperative learning, word walls, Anchor Charts, Pair and Share, Peer testing, Vocabulary Tents, Generation Genius (site for Science and Math), Redbird (McGraw Hill site for Math), Freckle (Math), Student teacher for lessons.
