High-quality instruction refers to utilizing both research-validated instructional practices and core reading programs. Implementing high-quality instruction allows teachers to rule out inadequate instruction as a reason for poor reading performance. In addition, instruction means curricula, teaching practices, and learning environments are standards-based, evidence-based, engaging, differentiated, culturally responsive, and data-driven.
