I agree that high quality based language instruction is student-centered.  My list of the top 10 are as follows:  cooperative learning, problem-solving/exploratory learning, student goal-setting, frequent formative assessments, thinking maps, acting out vocabulary, role-playing, illustrating vocabulary, socratic seminars/discussions, family engagement/communication.
