I think both are important. In PE and Health, students are always talking, working with partners, and playing on teams. The more they interact with other students, the more vocabulary they learn. At the same time, learning new vocabulary helps them feel more comfortable communicating and joining activities. I would use strategic partners, demonstrations, visuals, and simple directions to help build both social skills and vocabulary.
