I would want to focus on building the student's social interactions while also supporting vocabulary development. I would start by pairing the student with a support peer, and give them ample opportunities to practice real English conversations, have them talk about topics in class as well as casual conversations. That would make the student more comfortable and have more confidence, through those authentic conversations. Might even make a new friend.
