I would focus on building the student's social integration while also supporting vocabulary development.  Language is learned most effectively through meaningful interaction with others. By pairing ELL students with supportive peers who can model language and conduct communication, students gain real opportunities to practice new vocabulary in real conversations through their peers. This helps build confidence, reduces anxiety, and creates a context for language use, which strengthens vocabulary acquisition and overall language proficiency.
