Since this student seems to be approaching grade-level phonological awareness but struggling with ideas, my strategy would be a tier 3 read-aloud/ shared interactive read. I may also try guided reading with accountable independent reading if that strategy seemed remedial after attempting.
Some of the implementation of this approach is already embedded in my instruction. Guided reading is something I already do with my class for the first few paragraphs or pages of a text (depending on the text's length). However, I would likely need to work with the student more closely in small-group, as this student seems to need more attention as an ELL. I think these work best with this learner's needs because I am able to show by example, while it also give the student an opportunity to build their skills on their own.
