One intervention approach that would be particularly effective for this student is Schema Theory and background knowledge activation. Although the student can decode text at nearly grade level, his difficulty understanding and responding to basic ideas suggests a lack of background knowledge or connections to the content being taught. Before reading, I would activate prior knowledge through discussions, visual aids, real-world examples, graphic organizers, and vocabulary previews. During reading, I would encourage the student to make connections between the text and his own experiences. This approach helps build comprehension by linking new information to existing knowledge structures.

A second intervention would be scaffolding instruction through comprehensible input. I would provide supports such as visuals, sentence frames, think-alouds, guided reading questions, and opportunities for collaborative learning with peers. These supports would help the student process meaning rather than focusing solely on decoding words. Since he is already demonstrating emerging fluency, his primary need appears to be comprehension and language processing rather than basic reading skills.

I believe these approaches are the best match because the student's challenge is not reading the words but understanding their meaning. By building background knowledge and providing structured supports for comprehension, the student can develop deeper understanding of academic content while continuing to strengthen English language proficiency. Together, these interventions address the gap between decoding ability and true comprehension, helping the student become a more successful and independent reader.
