I would prioritize building the student, socially and structured supportive interactions while simultaneously developing vocabulary through those interactions. Language acquisition and social interaction are deeply connected so separating them would limit progress in both areas. Rather than waiting for vocabulary mastery before social interaction I would potentially place the student in strategic peer groups where language is modeled naturally and consistently.
