The ability to have a co-teaching environment can be the ideal for just about any classroom experience! In the case presented in the video - considering the data that the principal shared - this method is paying off for students gains. 
The scaffolding is a common tool in any ELL learning environment and the teachers allowing sufficient examples of that. The teachers also very much knew their students, and how best to provide scaffolding help. 
Anytime I can co-teach with classroom teachers I jump at the opportunity. It allows me, as school librarian, to get to know students and their reading abilities. I also know it will help every student in that classroom to have another adult to ask for help, or even gather a different perspective on the subject.
