I understand that the research supports these four ideals but I find that in most schools the competency of many teachers to deal with ELL students in a classroom situation in nonexistent. The ELL student is often ignored or has another student who is more fluent than themselves translate. 
I wish my experience in schools had shown me at least an attempt to comply with these research outcomes, but sadly it has not. I completely understand how these standards would greatly aid ELL students and I am sure they are implemented at some schools, and I am equally sure that the students who experience these practices thrive as English Language Learners.
