I would use two strategies the first would be buddies and the second would be small groups. This creates a comfortable environment for the students to not be pressured speaking with a teacher instead allows them to speak to a buddy and a smaller group. This allows to build their confidence. In the buddy system I would have activities that the students can use think-pair-share strategy. This allows them to speak to a peer as well as listen to a peer and possibly learn a different strategy to help them to better understand the assignment. In small group this will allow the student to master one piece of the lesson and be able to share and teach his peers the one skill he was able to master then see how other students have solved and mastered their part of the lesson and work as a group to put all the small pieces to get the big full picture of the skill/lesson they worked on.
