From my experience I would say identifying learning gaps is the most important. In teaching civics, a lot of the topics and ideas covered in our benchmarks can be very complex and they build off of the ideas of previous lessons. So it is easy, if you don't understand something, to fall behind. So figuring out the learning gaps and teaching gaps, especially with a formative assessment, is critical. Things may be taught a certain way that are not represented in a formative assessment. Or students may not feel confident in expressing that they don't understand something so seeing the raw data allows the opportunity to reteach and reassess any areas where gaps may occur.
