Since the student is "struggling to understand and respond to basic ideas", as stated above, I would incorporate ways to make his learning and understanding more concrete.  I would bring in primary sources, relate what the benchmarks are to things we experience daily (I.e. summarizing our day, naming objects, talking about past tense, present tense, etc.), and add in movement that matches ideas.  

As an educator, I have noticed that students can read text and decode, but struggle to comprehend what they read.  An intervention approach that I already implement, that I would implement for this student would be
Accountable Conversation Questions.  I feel this would alleviate the demand that may be placed on the student for comprehension and would allow me more insight into their current level of comprehension and how I can scaffold for them.  Another intervention approach I would implement is Sentence Stems.  I feel like sentence stems would also alleviate the student from having to think of how to begin the sentence--often times, that can be a road block for students.  If the task or outcome is to demonstrate that they can identify the character traits of a character, providing a sentence stems isn't going to give the student the answer, rather the opportunity to show that they can identify character traits.
