The first thing I would have to do is congratulate the student on reading so proficiently. For any student this is an amazing accomplishment but especially for an ELL. 

An intervention approach from this module that would help with the comprehension and understanding of what he is reading is scaffolding by combining reading with think-alouds. This gives the student the chance to read and feel confident in his ability, and still learn more and dig into what he has read. This provides the opportunity to stop and truly think and break down what he has just read which makes it that much easier to understand. 

Another intervention approach is to teach self-reflection/questioning. Teaching the student to ask questions about what he has just read or to question what it is he doesn't understand gives him the tools to bring it into every reading and allows it to become a more independent skill for that student.
