The issue with this student appears to be one of comprehension rather than one of decoding. As such, two intervention approaches that might help this student would be to build background knowledge on the topic of the text and to reinforce familiarity with key vocabulary terms. There are a number of ways to build background knowledge on a target topic which would include engaging the class in a discussion or activity that would engage any pre-existing knowledge that might be related to the topic, relating the material to the student's day-to-day life, providing visuals to help the student understand the concept at hand and using graphic organizers or outlines to scaffold information and help the student understand the structure of the reading. A second approach would entail explicitly teaching reading comprehension strategies and then practicing them in the class.
