I do not know the current process non-textbook selection process in my district.

Our district currently gathers a panel with administrators, teachers, and parents to critique new textbooks. The individuals on the panel, answer questions about different aspects of the book.
One thing I would change, would be to have the committee discuss with each other. When I was on a textbook committe years ago, all the teachers were scheduled the same days to hear and see the textbook. Following that meeting, we could view the textbook on our own and answer the questionnaire online. I feel as thought the teachers, administrators, and parents should have met together to discuss any concerns about the textbook selections.
