It seems Jin did not understand what to do.  He may have seen the other students looking at their paper reading and copied what they were doing.  In my experience, students who don't understand or are unsure of what to do, will look at a classmate for guidance.  

I would pull Jin during small group and practice writing similar to test with me, then decreasing my scaffolding.  During the next on-demand writing assignment, before the class starts, I would ask everyone if they understood what to do. Once they have started, I would walk over to Jin and make sure he understood the instructions.
