Jin is struggling to read, and more importantly, comprehend what the task is at hand. He could really still be in the early stages of language acquisition, no matter how good of a classroom performance he shows. By providing accommodations like extra time, read aloud, and other, it could help Jin with his comprehension (possibly by hearing it verbally instead of reading it himself) to then be able to answer the question in writing.
